PLAN A Thuringia is a state-wide initiative aimed at engaging and supporting the labour market integration of hard-to-reach young people and young adults aged between 16 and 27 who have not completed vocational training. The programme is open to people with and without a background of displacement or migration.
The target group finds itself in unstable transitional phases between school, vocational training and the labour market, and is often not reached, or not reached sufficiently, by existing standard employment support measures; this includes, in particular, young people not in receipt of benefits and so-called NEETs (‘Not in Education, Employment or Training’).
Characteristic features include a lack of institutional ties, negative past experiences with support structures and a high risk of becoming permanently stuck in limbo. The project addresses a structural gap in support between school and formal labour market policy instruments and fulfils an upstream activation and bridging function.
The aim is to reach young people at an early stage, stabilise their situation and gradually guide them towards apprenticeships, work or further support programmes. PLAN A does not replace standard instruments, but rather creates the conditions for their effectiveness.
